The Baileys Trail System, developed by ORCA in parternship with the Wayne National Forest, is featured in federal and gloabl case studies as proven model to scale rural development. The Baileys is the longest continuous mountain bike trail system east of the Mississippi, and is driving visitation, small business growth, and a strong regional identity in Southeast Ohio.

Strengthen Regional Collaboration
ORCA is leading a coordinated, multi-county approach to outdoor recreation and economic development across 18 partner counties, state agencies, local communities, and regional organizations to align investment, tourism, infrastructure, and destination development around a shared regional strategy, called Ohio's Rolling Hills.
This collaborative model helps position Southern and Southeast Ohio as a unified outdoor recreation destination while simultaneously supporting long-term economic growth, community development, and regional connectivity.
